If the father of my child(ren) is in the home, do I need to add him to an application for financial assistance and count him in the household?

As long as he is the father of your mutual child(ren) and you are living together in the same home, it locks the unit as one unit for all programs. 

So, yes, you do need to add him, his income and his assets.
